As of 4 June 2024 the Customs Declaration Service (CDS) became the UK’s single platform for all import and export declarations, fully replacing the old CHIEF system.
CDS requires more granular detail on how goods are valued, which is critical for high-value items. You must now use the UK Trade Tariff (Volume 3) specifically designed for CDS to find your procedure codes.
You would also need a Commodity code. A code that describes a specific product when importing or exporting goods. You will use this code on any import declaration and can find them in the Trade Tariff tool.
CDS requires a Declaration Unique Consignment References (DUCR) which is the main reference number that links declarations.
You also need to provide information like:
- the departure point and destination
- the consignee and consignor
- the type, amount and packaging of your goods
- the transport methods and costs
- currencies and valuation methods
- certificates and licences
To use CDS there are now some essential setup requirements, you must apply for an Economic Operator Registration and Identification (EORI) number. CDS is digital-first. You must be prepared to upload commercial invoices, packing lists, and certificates of origin via the Secure Document Upload Service (SDUS) if HMRC requests a manual check.
